KEY HIGHLIGHTS
Japan’s dynamic business culture is evolving with the adoption of next-generation workspaces, as highlighted in this year’s report. The Fit Out Cost Guide provides a deeper understanding of costs for Tokyo, Osaka, and Nagoya, measured in Tsubo units.
- Japan's newly introduced overtime cap regulation for the construction industry, set to take effect in April 2025. With the aim to reduce total working hours by 20%, it is expected to extend the relocation period by a factor of 1.5 to 2.1.
- During the survey period, Japan’s overall construction cost index has risen by 8.0% y-o-y, far outpacing the corresponding CPI growth of 2.7% y-o-y.
- Osaka stands out for slightly higher construction cost growth. With more constrained labour conditions, the Osaka Expo—starting in April 2025 and costing around JPY 334 billion—resulted in a cost overrun of JPY 100 billion above the CapEx budget.
