About

Andrew heads the Public Sector Advisory Team across the UK, which forms part of the UK Specialist Markets Division. Over the last 25 years Andrew has built a team which advises public bodies on the alignment of their property resources to meet their business needs.

The team’s main focus is on the development and implementation of strategies for central government departments, local authorities, universities and health trusts. Andrew is an expert on public: private transactions and innovative funding structures, including: PFI, PPP, PDS together with traditional routes; also, OJEU procurement and project delivery.

Recent projects have included: procurement of DBFO Partnerships for delivery of c. 3,400 student bed-spaces; advice on termination / expiry of PFI projects across government; advice on DBFO structures for key worker and extra care accommodation; and advice to local authority on development /alignment of commercial and operational portfolios.
